In October 2003, Senator Mikulski announced the continuation of the program (initiated by the NSF grant) through a new $600,000 grant from the NSF. The “Maryland Technology Partnership for Innovation,” (MTPI) which submitted the grant application, participated in a national competition and was one of 14 programs in the nation to receive a grant in this category and the only one in Maryland. The funds are being used to support growing companies in the technology transfer process and to leverage outside funding for specific projects. Along with Morgan State University and TEDCO, the consortium consists of Baltimore’s Emerging Technology Center (ETC), the Chesapeake Bay Region Technical Center of Excellence, the Prince George’s County Economic Development Corporation, and the business schools of Morgan State University, University of Baltimore, University of Maryland, College Park and Salisbury University.

On Feb. 8, 2005, Morgan State University announced that the MTPI has provided ten Maryland companies with intensive business support. “The valuable assistance that our State business schools provide Maryland companies through programs like MTPI directly impacts their potential for growth and success,” said Aris Melissaratos, secretary of the Maryland Department of Business and Economic Development (DBED) and TEDCO board member. “The collaborative efforts of Maryland’s business schools, Morgan State University, TEDCO and the consortium of organizations that support MTPI, are one of the most successful ways we can implement the Governor’s Pappas Commission recommendation to support and nurture entrepreneurship in Maryland.”

“By providing intense business support through this MTPI consortium, we are working to help these ten innovative companies, and more, develop their products and connect to more resources to help them grow their business,” said Phillip Singerman, executive director of TEDCO and co-principal investigator of MTPI. “The range of assistance and funding programs offered to technology companies by the State is attracting numerous organizations to relocate here, helping grow Maryland’s reputation as one of the country’s leading sites for technology advancement.”
